Specifications for H.323 audio / video services
H.323
The Request for Proposal
(RFP) is for an end-to-end solution utilizing the H.323 for sixteen (16)
Interactive Distance Learning (IDL) classrooms. H.323 locations shall consist
of three terminating and one originating signal at each site to be compatible
with existing classroom configuration; not a quad-split view, but as three (3)
point-to-point transmissions. This shall be of sufficient capacity to assure
full motion, color at a minimum of 768 Kbps for each video stream. A
computerized session controller must be provided. Maintenance shall be
provided.
Transmission service,
equipment, and maintenance shall include two (2) dedicated T1 lines bonded in a
3 Mb Inverse Multiplexing Architecture (IMA) circuit and four (4) virtual
channels, three (3) IP codecs, ethernet
switch, gatekeeper, router, connectors, web-based video conference managing
system and network client (Todd scheduler), and all equipment associated with
transmitting and receiving audio, video, and data over the T1 lines. Backbone
access circuits to the Kan-Ed backbone shall be provided. Maintenance shall be
provided.
Proposals shall be
end-to-end solutions as defined in the categories above; classroom proposals
will be accepted separately on a site-to-site basis and separately as proposals
for transmission related service, equipment, and maintenance. Multi-year
solutions are preferred, and should include a non-penalty clause to allow for
technology upgrade to mirror any change to the Kan-ed architecture.
